Waldmans series of four articles focused on the Indian government’s 15-year project to widen and pave some 40,000 miles of narrow, decrepit national highways — the biggest public-works effort since independence more than half a century ago. The business of building a vast new highway network, with its many unexpected and unimagined ramifications, was beautifully told by Waldman. She captured the essence of a nation in transition — a civilization inching from the ancient to the modern.
